A crow was sitting on a tree, doing nothing all day.

A small rabbit saw the crow, and asked him, “Can I also sit like you and do nothing all day long?”
The crow answered: “Sure, why not.”

So, the rabbit sat on the ground below the crow, and rested.

All of a sudden, a fox appeared,

Jumped on the rabbit… and ate it.

Moral of the story is….
To be sitting and doing nothing
you must be sitting very, very high up.

A turkey was chatting with a bull.
“I would love to be able to get to the top of that tree,” sighed the turkey, “but I haven’t got the energy.”

“Well, why don’t you nibble on some of my droppings?” replied the bull. They’re packed with nutrients.”

The turkey pecked at a lump of dung and found that it actually gave him enough strength to reach the first branch of the tree.
The next day, after eating more dung, he reached the second branch.
Finally after a fortnight, there he was proudly perched at the top of the tree

Soon he was spotted by a farmer
Who promptly shot the turkey out of the tree.

Moral of the story:
Bullshit might get you to the top,
but it won’t keep you there.

A little bird was flying south for the winter.

It was so cold, the bird froze and fell to the ground in a large field.

While it was lying there, a cow came by and dropped some dung on it.
As the frozen bird lay there in the pile of cow dung, it began to realise how warm it was. The dung was actually thawing him out!

He lay there all warm and happy, and soon began to sing for joy.

A passing cat heard the bird singing and came to investigate.
Following the sound, the cat discovered the bird under the pile of cow dung, and promptly dug him out and ate him!

The morals of this story are:
1) Not everyone who drops shit on you is your enemy.
2) Not everyone who gets you out of shit is your friend.
3) And when you’re in deep shit, keep your mouth shut

A virtual reality trade show

Yesterday I got an email from my officemate about this tradeshow, and he had showed me how this thing works. At first I thought E-tradeshow is not a possibility. “Good day sir, all REE in the long run will indeed make their way becoming a PEE’s. This comes from one of blogger and perhaps one of those few I know who really search, seek, and ask ways to become a PEE.

Four month’s ago, we at NLC already come up with the plan of having a program that would help interested Chapter Members to became a PEE but due to hectic schedule we had the past few weeks, we were not able to talk this matter further and lay down the specific framework we need to to make this activity possible. But this coming April 14, it will definetely start; initially, target participants are interested chapter members and chapter officers.

Actually, the Chapter’s kick-off activity already stated last December at Techno Park Hotel in Sta. Rosa City during the Chapter’s Christmas Party. Engineer Edward Mendoza, Member of the Board of Electrical Engineering was the main speaker that night gave a brief but very concise advice about becoming a PEE. To capsulize his words, it goes like saying there is no extra formula to become a PEE. RA7920 and its implementing rules is definite about the procedure.

To give a quick glance about RA7920 and its Implementing rules, I have concatenated the specific provision that tells about becoming a PEE.

AN ACT PROVIDING FOR A MORE RESPONSIVE AND COMPREHENSIVE REGULATION FOR THE PRACTICE, LICENSING, AND REGISTRATION OF ELECTRICAL ENGINEERS AND ELECTRICIANS.

Sec. 16. Qualifications of Applicant for Registration as Professional Electrical Engineer. – Any person applying for registration as professional electrical engineer shall establish to the satisfaction of the Board that on or before the date of registration, he possesses the following qualifications:
(a) He is a citizen of the Philippines;
(b) He is of good reputation with high moral values;
(c) He has not been finally convicted by the court of an offense involving moral turpitude;
(d) He is a holder of the degree of Bachelor of Science in Electric Engineering (BSEE) from a university, school, college, academy or institute duly constituted, recognized and accredited by the Philippine government; and
(e) He is a registered electrical engineer with valid certificate of registration and professional license and with four (4) years or more of active practice reckoned from the date of his registration as a registered electrical engineer.

Sec. 19. Scope of Examination. – As a prerequisite for registration as professional electrical engineer, registered electrical engineer and registered master electrician, the applicant shall comply with the following requirements:
(a) Professional electrical engineer:
For the purpose of confirming the service record and clarifying the technical report submitted by the applicant for registration as a professional electrical engineer, an oral examination or interview shall be conducted on the following documents to be submitted to the Board:
(1) Certified experience record from the date applicant took oath as a registered electrical engineer indicating the inclusive dates, companies worked for, description of specific responsibilities, significant accomplishments as well as the name and position of immediate supervisors;
(2) Technical paper covering an evaluation, an analysis, a study or a critical discussion of an electrical engineering project or subject, on one or several technical aspects such as: design, construction, installation, commissioning, testing, operation, maintenance, repair, research and the like. The technical paper shall be supported by engineering principles and data. Published or unpublished scientific paper or treatise on electrical engineering theories and applications may be considered as complying with the requirement;
(3) Three (3) certifications signed by three (3) professional electrical engineers to the effect that the experience record submitted by the applicant is factual and that the technical paper submitted was actually prepared by the applicant.
The applicant must obtain passing marks on the experience record and on the technical report in order to qualify for registration as a professional electrical engineer.

RULE 14. REQUIREMENTS FOR REGISTRATION AS PROFESSIONAL ELECTRICAL ENGINEER.
An applicant for Registration as Professional Electrical Engineer, shall submit the following documents:
1. PRC Application Form (PRC Form No. 101)
2. Permanent Registration Record Card (PRC Form No. 203)
3. Proof of Philippine Citizenship, e.g. Certificate of Naturalization, voter’s affidavit/ID Card, Philippine Passport/Visa
4. Certificate of Live Birth and/or marriage contract (if applicant is a married female)
5. NBI clearance
6. Valid Certificate of Registration and a Valid Professional License as a Registered Electrical Engineer.
7. Certificate of Experience PRC Form No. 104 (Revised August ’95) duly accomplished and certified under oath. This service record shall be reckoned from the date the applicant took oath as an REE (or ASSO EE or ASST EE).
8. Technical Report/Thesis/Dissertation Paper. Prior to writing the report, the proposed title and outline shall be submitted to the board for approval as to subject matter, organization, technical content and presentation. If disapproved, the Board shall advise the applicant citing the reasons therefor. Five (5) copies shall be submitted to the Commission, four (4) of which will be retained by the Commission, and the fifth copy shall be returned to the applicant after his copy has been stamped “RECEIVED.”
The report shall be of legal size and bookbound.
The following elements of the report shall be included in the order given below:
* Title Page
* Letter of Transmittal
* Preface
* Table of Contents
* List of tables, charts, drawings etc.
* Summary
* Body Text
* Conclusions/Recommendations
* Bibliography/References
* Affidavit of sole authorship
* Affidavit of PEE 1
* Affidavit of PEE 2
* Affidavit of PEE 3
* Curriculum Vitae (w/ID picture)

Unnecessary and irrelevant data, charts, drawings, pictures and information not referred to in the discussion shall be avoided.
9. Affidavits signed by three licensed professional electrical engineers to the effect that the experience record submitted by the applicant is factual and that the technical paper submitted was actually and solely prepared by the applicant. The Board may call the vouching PEE for an interview in connection with the affidavit executed in favor of the applicant.
10. Brief description of the most significant and outstanding achievement/contribution of the applicant in
the field of electrical engineering. After these submittals are received by PRC, they will be reviewed by at least two (2) Board Members who will then set schedules for the oral examination or interview. Those who will qualify first for the interview will be interviewed first regardless of what year they were registered as ASSO EE’s or ASST EE’s or REE’s. The individual interview will be necessary in the assessment of the experience, competence and the readiness of the applicant to render professional electrical engineering service. The interview shall be scheduled as often as required throughout the year at the PRC head office in Manila.
The applicant obtaining passing ratings on the oral examination/interview will qualify for registration as a professional electrical engineer. The results shall be posted on the PRC Bulletin Board and the examinee shall be furnished with the results. The release of the results may or may not coincide with the release of the results for Registered Electrical Engineers and Registered Master Electricians. Any applicant who failed in the oral examination/interview shall not reapply until after at least one (1) year from date of notice of failure. In the reapplication, Rule 14 shall be observed.

RULE 15. QUALIFICATIONS OF APPLICANTS FOR REGISTRATION AS PROFESSIONAL ELECTRICAL ENGINEER WHO WHERE REGISTERED AS ASSISTANT/ASSOCIATE ELECTRICAL ENGINEER UNDER R.A. 184.
Assistant Electrical Engineer or Associate Electrical Engineer with valid Certificate of Registration and a valid Professional License issued under RA 184 and with four (4) years or more of active electrical engineering practice after his registration under the foregoing grade, may apply for registration as a Professional Electrical Engineer only subsequent to his registration as Registered Electrical Engineer under Sec. 42 (a), Art. V of RA 7920.

“I was right. I was really right endorcing Northern Laguna as a Chapter.” This what was said by Engr. Jupiter Gonzales, former IIEE Region IV governor when he deliver his speech on NLC’s second year anniversary.

Probably the issue over the creation of NLC is the Zenith of Engr. Gonzales’ career as a governor. The issue over the creation of a chapter having enough member but refusal of the mother chapter to endorce it became a national issue and come-up as one of the reasons why we have a proxy voting; to ratify IIEE’s Constitution and by-laws.

Although I was not yet a member of the original team who form and stablish the chapter but I was there and witnessed their struggle. Those months were turbulent and we there’s one a moment that they almost loose hope, but NLC, even not yet a formal chapter have shown its character, a team of high spirit individual with great determination.

I just wonder if NLC haven’t won the best chapter award last year. Would they still be as determine to serve the first district of Laguna as what they are right now? I can certainly say yes. I’ve been in the group for a couple of years now and I’ve seen some of the officers come and go and each time an officer come into the core, it seems that they are destined to be NLCian.

If you read Attila artice I have wrote here, you would find one of the leadership traits attributed to him is his being committment to high standard. NLC is like that, they always aim high, always go after things that make difference rather than seeking the safe path of mediocrity.

Although it’s difficult to work with this people behind you, on other hand, I feel grafitied and relieved everytime I have completed a task because I know it is something of greater value. I have done things which I though I wouldn’t be doing right now. Example of this is this article. Before I became NLC member, I have very little knowledge about webpage design but never in my mind that I’ll be making one. ‘Well to make story short, their high expectation pushes me to my full potential.

Now lets go back to the story. First quarter of the year is over, yesterday we access our performance and find that there’s still lots of things to improve. Comparing to last year’s activity and if my memory serves me right, I believe we did twice activity this year compare to last year at same quarter. If things will go right for the team and if they still have the same momentum, for sure, there would be another celebration next year, and that would be bigger because they will be the second Chapter to win back to back best chapter award.

The greatness of a Hun is measured by the sacrifices he is willing to make.

Seldom are self-centered, conceited and self-admired chieftains great leaders, but they are great idolizers of themselves.

Great chieftains never take themselves too seriously.

It is unfortunate when final decisions are made by the chieftains’ headquarters-miles away from the front.

The ability to make difficult decisions separates Chieftains from Huns.

Wise chieftains never place their Huns in situations where their weaknesses will prevail over their strengths.

Delegation is not abdication. Abdication is a sign of weakness. Delegation is a sign of strength.

Huns should engage only in wars they can win.

For Huns, conflict is a natural state.

Critical to a Hun’s success is a clear understanding of what the King wants.

There is more nobility in being a good Hun than in being a poor chieftain.

If an incompetent chieftain is removed, seldom do we appoint his highest-raking subordinate to his place. For when a chieftain has failed, so likewise have his subordinate leaders.

If you tell a Hun he is doing a good job when he isn’t, he will not listen long and, worse, will not believe praise when it is justified.
